Hiring Salary/Salary Range: $56,966 - $63,000

Organizational Summary:The Institute for School-Community Partnerships, Integrated Services, and Child Mental Health and Educational Policy (ISCP), which is part of the College of Education, envisions that all schools in the state of Florida and nationally will have the capacity to provide a safe, effective, and efficient environment to continuously improve the academic, social, and emotional growth of all students and to actively engage families and communities in education. The ISCP's nearly $23 million budget is derived from grants from federal, state, and private sources. It is the mission of the ISCP to implement and evaluate research-based and innovative practices in school and community settings. This is accomplished through (a) training, technical assistance, and support to key partners; (b) community-engaged research and program evaluation to inform key partners' decision making; (c) the development of research and evidence-based documents, tools, and resources to support implementation and evaluation activities; and (d) supporting the infrastructure and capacity of key partners to implement and evaluate federal and state educational policy.

Position Summary: The Medicaid Tracking System (MTS) and Portal to Exceptional Education Resources (PEER) systems analyst will collaborate with consultants from other student services professions as part of the Student Support Services Project. The Student Support Services Project is physically located in the Florida Department of Education (FDOE) in Tallahassee, Florida. The MTS/PEER Systems Analyst is responsible for collaborating, communicating, disseminating information, and providing leadership to school districts, other discretionary projects and the FDOE regarding the implementation of the MTS and PEER statewide. The analyst will provide strong leadership in promoting quality assurance while ensuring both the MTS and PEER serves the needs of school districts, Bureau of Exceptional Education and Student Services (BEESS), and FDOE.

Special Requirements: Off campus, position is located in Tallahassee.

Responsibilities:
  • Provide support to the development team manager to ensure Medicaid Tracking System (MTS) and Portal to Exceptional Education Resources (PEER) team members have what's needed to meet deadlines and milestones (short and long-term goals, project calendar) set by the project manager. Organize project tracking system. Communicate with stakeholders, Bureau of Exceptional Education and Student Services (BEESS) staff, other Florida Department of Education (FDOE) staff, and various teams internally, setting times and dates for meetings, facilitating meetings (daily scrum, sprint planning and demo, etc.), and relaying any issues to the project manager.
  • Serve as a liaison between stakeholders and users. Evaluate business processes, anticipate requirements, identify areas for improvement, and develop and implement solutions. Lead ongoing reviews of business processes and developing optimization strategies. Facilitate meetings and presentations to share ideas and findings. Perform requirements analysis and effectively document and communicate findings. Effectively communicate your insights and plans to cross-functional team members and management. Gather critical information from meetings with various stakeholders and produce useful documents. Ensure solutions meet business needs and requirements.
  • Assess software quality through manual and automated testing. Review and analyze system specifications to identify use cases. Collaborate with MTS/PEER team members to develop effective strategies and test plans. Develop manual and automated test cases and plans. Evaluate product code according to specifications. Execute test cases (manual or automated) and analyze results. Report bugs and errors to development teams. Conduct post-release/post-implementation testing.
  • Provide multiple forms of technical assistance and training (virtual, phone, tutorial videos, and written guidance and support) to Florida school district personnel focused on the implementation of MTS and PEER. Help troubleshoot user issues. Schedule and organize district readiness activities.
  • Performs other duties as assigned.
Position Qualifications:
  • Minimium: This position requires a Bachelor's degree in business or a related field, with at least two years of experience in a business analysis or project management role.  Appropriate college coursework or vocational/technical training may substitute at an equivalent rate for the required experience. Degree Equivalency Clause: Four years of direct experience for a bachelor's degree.
  • Preferred: Bachelor's degree and a minimum of 5 years of experience in a technology-based industry or special education with expertise in technology. Experience using good oral and written expression skills; organizational and meeting planning skills; working under pressure to meet time lines; attention to detail; work independently; identify, analyze, communicate and resolve user issues. Certified Scrum Master (CSM) or Certified Scrum Product Owner (CSPO).
